Public consultation regarding the revision of the Connection contract

Elia is organizing the public consultation regarding the revision of the Connection contract.
 

Context

The current Connection Contract dates from 2009, and a number of changes have necessitated a thorough review:

  1. Changes in the regulatory context:
    Since the inception of the current Connection Contract, European codes have been introduced and Belgian legislation and regulations have changed significantly.
  2. Emergence of new concepts:
    As regulations have evolved, new technical and market realities have emerged, the adaptation of certain articles and terminology. These include concepts such as: Storage, Delivery Points, LFDD, etc.
  3. Changes in working methods: 
    During the same period, new working methods have developed, such as the increased digitalisation of documents, which requires a transformation of the organization of the annexes to the Contract, or the management of equipment maintenance, leading to a redefinition of maintenance options in the Connection Contract.

Period

Elia invites all stakeholders to submit their comments and/or suggestions they may have on the documents submitted for consultation.

The consultation period runs from December 20th until February 16th 2024.

After the consultation period, Elia collects all comments and feedback from the market parties. Elia will analyze these comments and integrate them into a consultation report together with Elia’s responses. In addition to the consultation report, Elia will publish the reactions of the market parties (including names) on the website, unless it is explicitly stated that the contribution is to be considered confidential.  

Afterwards, the Connection Contract will be submitted to the relevant regulators for approval.
