Trainings and tests for contractors employees
With Elia's trainings, contractors working on Elia facilities receive guidance to find the adequate and necessary quality information and documentation. Attending these trainings is optional except for the first 2 persons to be certified from a newly qualifying company within a given category.
Why do contractors’ employees need to be certified?
We aim to make sure that any Contractor can carry out work on or in our facilities in a quality manner.
This certificate allows Elia to assure itself that the Technical Specifications have been sufficiently mastered by the Contractor and that, consequently, the works will be carried out in accordance with these specifications.
Certified Quality Responsible
The person who must have a valid Technical Certification, called "Certified Quality Responsible", is the person at the Contractor who has the final technical responsibility of the concerned site and who knows and daily monitors the execution of the works.
It is the person who directly or indirectly manages the employees and subcontractors and transmits and controls the application of the required specifications.
To Elia, he is the Technical Point of Contact for the assigned Contract.
He is also the person who actively applies Elia's quality control plan and has the final responsibility of this quality control plan (he may delegate the execution of certain controls linked to the quality control plan to other persons within his organisation, but not systematically).
Depending on the Contractor's organisation, this person may be the project manager, site supervisor, work leader, etc.
Certificate Type
The certification that the Certified Quality Responsible at the Contractor must possess should correspond to the speciality of the contract assigned to the Contractor:
- Substations Electrical Works (SUB EW)
- Substations Civil Works (SUB CW)
- Telecom Works (TCOM)
- Overhead Lines Electrical Works (OHL EW)
- Overhead Lines Civil Works (OHL CW)
- Underground Cables Works (UGC)
For some specialities, you should also specify the category, if any ;

Registration requirements
Monitoring the validity of the certification is the responsibility of the Contractor. Elia does not provide notification of the imminent expiry of the certification. Consequently, it is also the responsibility of the Contractor to monitor the validity of its certification and to register for a test and/or any training in due time.
No specific documents are required for the Certified Quality Responsible.
