Informal Public Consultation on the reporting content related to the monitoring of the quality of the Congestion Risk Indicator (CRI) process in the framework of the CREG incentive (decision (B)658E/89)

Topic 

Elia is organizing an informal public consultation on the reporting content related to the monitoring of the quality of the Congestion Risk Indicator (CRI) process in the framework of the CREG incentive (decision (B)658E/89). This is in line with the way forward discussed in the Working Group Grid and the Elia workshop held with Market Parties on 25th March 2025 focused on the CRI process. 

Context

The CRI process is a daily operational process run by Elia making an explicit link between forecasted grid congestions, Balancing Energy Bids filtering and Return To Daily Schedule instruction. 

In its decision (B)658E/89 on 17th October 2024 the CREG introduced an incentive related to the monitoring of the quality of the Congestion Risk Indicator (CRI) process. The CREG requests Elia to propose and eventually share, on a quarterly basis as of January 2026, data and KPIs related to the daily CRI process.
Two documents come along this informal consultation: 

  • The ‘Congestion Risk Indicator Calculation Methodology’ document which is part of the CRI incentive deliverables. This document details how the daily CRI process is run and what are the CRI process market impacts. The objective is to explain the CRI process rationale and enhance Market Parties’ understanding of the process.
  • The ‘Congestion Risk Indicator data / KPI consultation’ document describing the data and KPI proposed by Elia for the quarterly reporting on the monitoring of the quality of the CRI process. 

Elia invites all stakeholders to provide feedback on the set of data and KPIs proposed and described in the ‘Congestion Risk Indicator data / KPI consultation’ document. 

Out of scope of this informal consultation are proposals for amendments to the daily CRI process design (e.g. timings, tools, Electrical Zone definition) as described in the ‘Congestion Risk Indicator calculation methodology’ document. Also out of scope of this informal consultation are proposals for amendments regarding operational CRI process implications on market parties (e.g. return to Daily Schedule and filtering of balancing Energy Bids). 

Period

Elia invites all stakeholders to submit comments and suggestions they may have on the set of data and KPIs proposed in the ‘Congestion Risk Indicator data / KPI consultation’ document submitted for consultation.

The consultation period runs from 29th April, 2025 to 3rd June, 2025.

After the consultation period, Elia collects all comments and feedback from the market parties. Elia will analyse these comments and stakeholder will be given feedback in the Working Group Grid. Elia will publish the reactions of the market parties (including names) on the website, unless it is explicitly stated that the contribution is to be considered confidential. This feedback will then be processed in an anonymized way in the feedback given in the Working Group Grid.
