Public consultation on the proposal of amendment of the T&C BRP

Context

In decision (B)2554 of 17 May 2023, the CREG has requested Elia to describe the calculation of the imbalance price components in the T&C BRP. Some of those components are today detailed in the Balancing Rules while others are currently described in the Tariffs for maintaining and restoring the individual imbalance. 

This proposal of amendment considers CREG’s request and in that regard contains a transfer of the modalities related to the imbalance price from the Balancing Rules to the T&C BRP (note that a corresponding proposal of amendment of the Balancing Rules is publicly consulted.). Moreover the additional component “alpha” described in the Tariffs for maintaining and restoring the individual imbalance is copied to the T&C BRP.

In addition, this proposal of amendment describes the proposed evolutions of the calculation of the imbalance price components in preparation of Elia’s participation to the European platforms for the exchange of mFRR and aFRR balancing energy (MARI and PICASSO). Specifically, a proposal for the calculation of the imbalance price components is made for the following situations:

• Before the aFRR EU go-live (Elia participation to PICASSO) and before the mFRR technical/local go-live;
• After the aFRR EU go-live (Elia participation to PICASSO) and before the mFRR technical/local go-live;
• Before the aFRR EU go-live (Elia participation to PICASSO) and after the mFRR technical/local go-live;
• After the aFRR EU go-live (Elia participation to PICASSO) and after the mFRR technical/local go-live.

The calculation of the imbalance price components that are formalized in the proposal of amendment of the T&C BRP have been discussed informally with market players at various meetings of the Balancing Working Group. Moreover, this proposal is strongly inspired and coherent with the amendments proposed by Elia - and supported by market parties - to the Balancing Rules for the connection to the PICASSO platform, that have been submitted to the CREG on 13 May 2022 and was approved on 19 July 2022.

The proposed amendments to the BRP T&C (in English) and the explanatory note accompanying them (in English) have been available since 12 July 2023.  
The French and Dutch versions of the T&C BRP as well as an additional note (in English) aiming at addressing the specific comments and questions raised by the CREG in its Decision (B)2554  are available as of 20 July 2023.

Period

Elia invites all stakeholders to submit any comments and suggestions they may have on the documents submitted for consultation. 

The consultation period runs from 12 July 2023 to 28 August 2023. 

After the consultation period, Elia will analyze and integrate in a consultation report the collected reactions from the market parties as well as Elia’s responses to them. Elia will publish on its website this consultation report together with the reactions of the market parties (including names) that are not explicitly indicated as confidential.
