Two public consultations in the framework of the network code on emergency and restoration

Context

1. Public consultation on a revised version of the Terms and Conditions to act as Restoration Service provider (T&C RSP). The document has been updated on 5/11/2019 to correct the references to the annexes in the text.

In accordance with article 7 of the Regulation (EU) 2017/2196 of 24 November 2017 establishing a network code on electricity emergency and restoration (NC ER), Elia organizes a formal public consultation on a new proposal of the T&C RSP. A first version of these T&C had been submitted to the CREG on the 18th of December 2018 as required by article 4(4) of the NC ER, after a public consultation held in October 2018. 

Note that the document T&C RSP includes a section for General Conditions. As valid for all ancillary services, these conditions are currently being consulted separately until October 16, 2019, and hence not in scope of this consultation. For more information, visit the consultation webpage. 

Elia also provides an explanatory note in support of the consultation explaining the reasons behind the changes of this new version of T&C RSP compared to the version of December 2018.

2. Public consultation on a Test Plan

In accordance with article 7 of the NC ER, Elia organizes a formal public consultation on its proposal of Test Plan. This document describes the tests (including their frequency and conditions) applied to defense and restoration service providers and identifies the equipment and capabilities relevant for the System Defence Plan and the Restoration Plan that have to be tested. 

Elia also provides an explanatory note in support of the consultation explaining some key aspects of the document. 

Period

For both public consultations the stakeholders are kindly requested to provide their comments, input and suggestions. The consultation period is set from Monday 14 October 2019 to Thursday 14 November 2019 for the Test Plan and extended to Thursday 21 November 2019 for the T&C RSP.
