Formal public consultation on the CRM design notes (Part I)
Context
Today, Friday 13 September 2019, Elia launches a formal public consultation of the stakeholders on a first set of design notes related to the Capacity Remuneration Mechanism (CRM). The following documents (in English) are being consulted upon: - Design Note on derating factors and input for the volume determination.
- Design Note on the intermediate price cap;
- Design note on the availability requirements and penalties;
- List of definitions as used throughout the different Design Notes.
In addition, an introductory note with a global overview of the different CRM design aspects is provided for information purposes. As such, this introductory note is not part of the public consultation, it rather serves as a guide to the reader. This public consultation is held within the framework of the design and implementation of a Belgian CRM as foreseen by the law of 4 April 2019 modifying the Electricity Law, published in the Belgian Official Gazette on 22 April 2019 (“CRM Law”) (Dutch version – French version). Via this public consultation, Elia wants to inform all market parties and relevant stakeholders as clearly as possible about the different aspects of the CRM design and actively seek their feedback on those proposals.
Period
The stakeholders are therefore kindly requested to provide their comments and suggestions within four weeks after the launch of the consultation. The reactions can be provided to Elia via the form below. The feedback is expected at the latest by Friday 11 October 2019 at 6 pm.
Note that a second public consultation will be launched by Elia early October 2019 related to the remaining design aspects within the scope of Elia. Also an additional consultation will take place in Q1/Q2 of 2020 on the final proposal of the market rules, integrating several elements of the design notes.
