Public consultation on availability testing in the market and articles for the introduction of smart testing in the T&C mfrr

Elia is organising a public consultation on a new concept for availability testing: availability testing in the market. In addition, Elia has added the articles that need to be introduced in the T&C mfrr for the introduction of smart testing. Elia would like to receive feedback from the market parties on both aspects.Context
Availability testing in the market
In the context of the incentive of smart testing, Elia reviewed the modalities of the availability testing as well. One of the aspects that was investigated was “availability testing in the market”. In the document, Elia describes 3 possible options to do availability testing in the market. The advantages and disadvantages of the different options are then described and compared amongst each other. Finally a conclusion and next steps are provided.
Elia would like to receive the feedback from the market parties on these options.
Mfrr articles for the introduction of smart testing
To implement smart testing fully, some additional articles are needed in the T&C mfrr. These articles where already presented during the most recent WG ES, but Elia would like to provide an additional opportunity from the market parties to react on these. For the sake of clarity, this is not an official public consultation and thus this will not result in an immediate introduction of these articles in the T&C mfrr.
Period
Elia invites all stakeholders to submit any comments and suggestions they may have on the document submitted for consultation.
The consultation period runs from 22nd of October to the 11th of November 2024.
After the consultation period, Elia collects all comments and feedback from the market parties. Elia will analyse these comments and ,if needed, provide a summary during the next WG ES. Elia will publish the reactions of the market parties (including names) on the website, unless it is explicitly stated that the contribution is to be considered confidential.
