Public consultation on Terms and Conditions for Voltage Service Providers (T&C VSP)

Update – Reopening of the consultation

Following a request from one stakeholder during the public consultation on the T&C VSP that was publicly consulted from Monday 27 January to Monday 24 February 2020, Elia puts at disposal of the stakeholders the French and Dutch translations of the English version of the T&C VSP.

From Friday 20 March to Wednesday 8 April 2020 market parties have the opportunity to verify the French and Dutch versions of the T&C VSP and confirm or complete their first remarks already provided to Elia during the public consultation of the T&C VSP.

Please note that Elia is now processing the previously received feedback from market parties so that there is no need to repeat any comments that were already provided. The feedback received during both consultation periods will be considered.

Topic

Elia launches a public consultation on the Terms and Conditions for Voltage Service Providers (T&C VSP) in accordance with Article 234 of the Federal Grid Code.

Context

In accordance with Article 234 of the Federal Grid Code, Elia organizes a public consultation on the Terms and Conditions to act as Voltage Service provider (T&C VSP). These T&C VSP translate the design evolution of the service for reactive power and voltage control that was first described in a design note published in 2018.

Note that the document T&C VSP includes a section for General Conditions. As valid for all ancillary services, these conditions were consulted separately in October 2019. Consequently, the General Conditions are not open to comments anymore unless upon explicit motivation of the respondent(s) given the specific context of the contract concerned.

Elia also provides an explanatory note in support of the consultation explaining the main modifications brought by Elia to the design of the service for reactive power and voltage control.

Period

Elia invites the stakeholders to provide comments and suggestions on the consulted document during the consultation period from Monday 27 January to Monday 24 February 2020. The public consultation is reopened from Friday 20 March to Wednesday 8 April 2020.
