Public consultation in the framework of the network code Emergency and Restoration (NC ER)
Elia starts today the public consultation of the documents related to the network code Emergency and Restoration that establish the terms and conditions for providers of restoration services as well as the rules for suspension and restoration of market activities and specific rules for imbalance settlement and settlement of balancing energy.
Regulation (EU) 2017/2196 establishing a network code on electricity emergency and restoration (NC ER) aims to maintain operational safety and prevent the spread of an incident on the electricity network that could result in a widespread failure. Elia organizes this formal public consultation of the stakeholders in accordance with NC ER, which requires Elia to submit by 18 December 2018 several documents for regulatory approval after public consultation. In this framework Elia shares the following two documents for public consultation:
- Rules for suspension and restoration of market activities and specific rules for imbalance settlement and settlement of balancing energy.
- Terms and Conditions for Restoration Service Providers on a contractual basis
An explanatory note is also published, that highlights the purpose of the consultation and the motivation why Elia decided not to publish Terms and Conditions to act as Defense Service Provider (DSP) established on a contractual basis. The consultation runs from 8 October 2018 until 19 November 2018 included.
